В Украине всеобщая мобилизация сопровождается скандалами.
Особенно отметился одесский военком, который во время боевых действий и мобилизации приобрел виллу в испанской Марбелье, стоимостью более 4 млн евро. После раскрытия этого факта, военком попытался его отрицать, утверждая, что у его жены успешный розничный бизнес. Понятно, что это вызывает смех, особенно сейчас. Какая там успешная розничная торговля, когда рынок сжался? Думаю, не надо объяснять, какой на самом деле пошел бизнес вверх. А долгое бездействие властей и нежелание отстранить военкома свидетельствуют о масштабах коррупции. Настоящий «белый билет», к которому тяжело подкопаться, сейчас стоит не 5, не 7 тысяч, а порядка 20 тыс. долларов. Если предположить, что у военкома остается половина этой суммы (10 тыс. долларов), то надо понимать, что 4 миллиона евро — это как минимум 4 тысячи человек воспользовались его «услугами». Лучшим способом доказательства взяток гипотетическому военкому является поймать его с поличным. Однако для этого требуются качественные оперативно-розыскные мероприятия. Я предлагаю идти другим путем. Слабым звеном являются владельцы приобретенных «белых билетов». Необходимо оперативно поднять списки всех, кто получил «белый билет» с начала войны, и отменить освобождение от призыва. Среди такого количества, думаю, можно вычленить тех слабых, которые быстро «расколется». Когда «белые билеты» будут отменены, они сами начнут говорить правду о том, кому давали взятки, куда ходили, что относили и к какому врачу их отводили. Все довольно просто. Вопрос только в том, будут всем этим власти заниматься, или нет.

And the long inaction of the authorities and the unwillingness to remove the military commissar testify to the scale of corruption. A real “white ticket”, which is hard to dig into, now costs not 5, not 7 thousand, but about 20 thousand dollars. If we assume that the military commissar has half of this amount ($10,000), then we must understand that 4 million euros means at least 4,000 people have used his “services”. The best way to prove bribes to a hypothetical military commissar is to catch him red-handed. However, this requires high-quality operational-search measures. I suggest going the other way. The weak link is the owners of the purchased «white tickets». It is necessary to promptly raise the lists of all those who received a «white ticket» since the beginning of the war, and cancel the exemption from conscription. Among such a number, I think, it is possible to single out those weak ones who will quickly «split». When the «white tickets» are cancelled, they themselves will begin to tell the truth about who was given bribes, where they went, what they took them to and which doctor they were taken to. Everything is pretty simple. The only question is whether the authorities will deal with all this or not.
